Eureka Fire Protection District 2024–2029
Strategic Plan

Overview

In 2023, the Eureka Fire Protection District partnered with the Center for Public Safety Excellence® (CPSE®) to develop a five-year, community-driven strategic plan. This plan serves as a roadmap to guide future decisions and ensure that the District’s services align with the evolving needs of the community.

The planning process incorporated feedback from residents, business owners, educators, medical professionals, and public safety representatives, as well as members of the fire district. The result is a strategic framework built on shared priorities, operational analysis, and input from a broad cross-section of stakeholders.


Who Was Involved

This plan was created through collaboration between community stakeholders and agency stakeholders. Each group contributed perspectives and insights to shape the goals and direction of the plan.

Main Goals of the Strategic Plan

The strategic plan identifies five core goals for the Eureka Fire Protection District between 2024 and 2029:

  • Personnel

    • Improve the use of personnel within the District to sustain a highly motivated and efficient workforce.

  • Operational Assets

    • Improve the efficiency of operational assets—such as facilities, vehicles, and equipment—to best serve the community.

  • Internal Communication

    • Strengthen communication within the organization to increase trust, transparency, and operational efficiency.

  • Funding

    • Create and implement a financial strategy that addresses both current needs and projected growth in the District.

  • Accreditation

    • Prepare for, pursue, achieve, and maintain international accreditation through continuous improvement and management excellence.

𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗮 𝗦𝗮𝗳𝗲𝗿 𝗙𝘂𝘁𝘂𝗿𝗲 𝗳𝗼𝗿 𝗢𝘂𝗿 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆

The Eureka Fire Protection District’s 2024–2029 Strategic Plan was developed through a collaborative process guided by the Center for Public Safety Excellence® and valuable input from community members, business leaders, educators, healthcare professionals, and fire district staff.

 

At the heart of this plan is the recently completed Community Risk Assessment and Standards of Cover (CRA/SOC). A detailed, data-driven analysis of the unique risks and service needs across the 63.42 square miles EFPD protects. 

𝗪𝗵𝘆 𝘁𝗵𝗶𝘀 𝗺𝗮𝘁𝘁𝗲𝗿𝘀: 

✅ Identifies resources needed now and in the future 

✅ Evaluates how well the District meets service demands 

✅ Provides a roadmap for planning, staffing, equipment, and response 

✅ Serves as a foundation for transparency and ongoing improvements
